Should congress rescind the ban on Americans travelling to Cuba?

Neo-cons are not necessarily the reason we still have an embargo on Cuba. President Kennedy first imposed it because Castro refused to have free elections (free elections were also opposed by those that escaped Castro's tyranny). Every President since Kennedy, including Democrats, have continued the embargo because of the Cuban government refusal to have free elections. Now that Fidel has turned over all power to his brother and his brother has made no motion toward free elections, then we should not rescind the embargo on Cuba.
