Does non-custodial parent has to follow court order to visit the child as scheduled?

My son's father and I share legal custody and I have sole physical custody. His father has visitation right 24 consecutive hours per week. Yet he doesn't always show up to pick up the child as scheduled. Is the father, by laws, required to pick up the child?
