Need carburetor help on small engine?

Working on a 3.5hp briggs and stratton lawn mower motor. It will start and run for about 2 seconds if i spray some starting fluid in the carb but then it dies. What do i neeed to adjust on the carburetor in order for it to keep running or start without spraying some stuff in there?
